I have a dxf file that contains all cutouts that I require. When I import the dxf file, it only sees the exterior shape, and not any of the cutouts. Am I doing something wrong?

Front Panel Designer differentiates between exterior and interior shapes. This allows you to import something quickly and position it independently.
However, a completed design from a different software requires a two step dxf import. One for the exterior and the other for everything else.
The exterior import can be done in 'Front Panel Properties' by selecting 'free shape from dxf file' in basic shape. Once you have completed the panel shape the cutouts can be imported ('insert free contour' in the tool bar.) You can split your cutout import by right-clicking on it. This gives 'split free contour' and allows you to select tools individually.

All of a sudden with version 4.31 the origin when creating a new panel seems to be set willy-nilly. Never at a the bottom left corner as it used to be. Is it me or is there a reason for this?

No, there is no reason for it and I can't replicate it on my Windows installation. Do you run on Windows?
Until we have figured this out, quick fix is shortcut n + 1 (on number pad). This will bring the origing in the lower left corner. Imagine the number pad as your panel; upper left corner = 7, center = 5, lower right = 3, etc.

I saw the same thing running Win 7 until I went into the Settings menu, set X origin and Y origin to zero (they already showed as zero but did it anyway) then ticked the "Use as default" box. Now it seems to be okay. All new designs put the origin in the lower left corner as desired.

I did that myself and it worked. But it would only work if there was a panel defined. Perhaps the "default" settings could be changed before a panel needs to be defined.

I need to create a rectangular cavity 40mm x 60mm that is 5mm deep in 10mm thick material. (That much is easy.) Now within that cavity, I would like to have another smaller rectangular cavity 20mm x 30mm that is an additional 3mm deep and also has edge machining (rounded edge 1.5mm radius) applied to it. This brings up some questions. How do I specify the smaller cavity depth in Front Panel Designer? Is it with respect to the top surface of the panel (in which case it should be 8mm) or is it with respect to the bottom of the larger cavity (in which case it should be 3mm)? Also, how do I know that the machining on the edge of the smaller cavity will be applied to the edge that is 5mm deep within the first cavity? In other words, how do I make sure the larger cavity is cut first, then the smaller one, then the edging on the smaller one? This same question applies to a similar situation with a through hole inside a cavity. Can I specify edge machining on a through hole sitting inside a cavity?

This is a good point.
The depth of a cavity is always related to the top surface. In your case, the second cavity has to be 8mm deep.
The edge on the second (lower) cavity can't be selected in FPD. We would mill air since the material is already removed by the larger cavity on top. However, we can make modifications in the milling program an lower the cutter. Please leave us a note in the production remarks and we will machine the edge of the lower cavity to your specifications.
